The National Skill Development Corporation (NSDC) under the Ministry of Skill Development and Entrepreneurship (MSDE) has joined hands with Cultus Education and Amazon Web Services (AWS) to launch a nationwide cloud and artificial intelligence skilling initiative. The programme will give foundational AI and cloud literacy to 1.5 lakh learners through AWS digital training content, while 10,000 learners will receive intensive job-ready training through the AWS re/Start programme. Delivered fully online across all States and Union Territories, it aims to bring globally recognised tech skills to youth in Tier 2 and Tier 3 cities without the need to move to metros.
What Is the New Partnership?
On 23 August 2026, the National Skill Development Corporation (NSDC) under the Ministry of Skill Development and Entrepreneurship (MSDE) and Cultus Education and Technology Services Pvt. Ltd. announced a nationwide cloud and Artificial Intelligence (AI) skilling initiative in collaboration with Amazon Web Services (AWS). The programme was formally announced through an official release of MSDE and was launched in the presence of Jayant Chaudhary, Minister of State (Independent Charge) for Skill Development and Entrepreneurship and Minister of State for Education, and Prashant Sinha, Chief Operating Officer of NSDC.
Under the agreement, Cultus Education will act as the NSDC-selected delivery partner and AWS will provide the learning content and certification pathway. The initiative has two linked goals. First, to provide foundational AI and cloud literacy to 1.5 lakh learners using AWS digital training content. Second, to deliver intensive, job-ready training to 10,000 participants through AWS re/Start, a free cohort based workforce development programme that connects trained candidates with local employers for interview opportunities.
In its official statement, the partners said the initiative is designed to create social and economic impact by expanding access to high quality technology training and employment opportunities for youth across India, particularly in underserved and emerging talent hubs. They stressed that the 100 percent online delivery model will allow learners from Tier 2 and Tier 3 cities to access training without relocating to metropolitan centres, creating a pathway from foundational digital literacy to globally recognised credentials and jobs.
Jayant Chaudhary said that as India moves towards becoming a global hub for innovation, technology and talent, it is essential that youth in Tier 2 and Tier 3 towns also get the chance to prepare for the jobs of the future. He added that such initiatives will help build an inclusive, skilled and future ready workforce that supports the national vision of Viksit Bharat 2047. How the Programme Will Work: Two Learning Tracks
The initiative will cover all States and Union Territories and will prioritise youth from underserved communities. Delivery will be fully online through Cultus Education, which will manage registration, training and progression to higher levels. Learners do not need a prior technology background to begin, which widens access for students and job seekers from non technical streams.

Learners will first register through an online portal and complete self paced modules on AWS digital training content. The content explains how the cloud works, which means computing services such as storage, servers and software delivered over the internet, and how AI, which means computer systems that can learn, reason and make predictions, is applied on the cloud. The modules include video lessons, practical labs in the AWS Management Console and assessments.
Participants who show readiness will be selected for AWS re/Start. This is a free programme that has been running globally since its launch and was introduced in India in October 2021. It is now offered in more than 25 countries. In India, it has earlier been delivered through partners such as EduBridge Learning, Don Bosco Tech Society, Generation India and others in cities including Bengaluru, Chennai, Kolkata, Mumbai, Pune and Thiruvananthapuram. The 12 week course combines scenario based learning, hands on labs and coursework with professional skills training such as resume writing, interview coaching, adaptive communication and time management. Learners build skills in Linux, Python, networking, security and relational databases, along with core AWS Cloud services, architecture, SysOps and automation.
On completion, graduates are prepared for the AWS Certified Cloud Practitioner examination. AWS provides free access to practice tests and a voucher for the full exam, so cost is not a barrier. The certification is an industry recognised credential that validates cloud skills for entry level roles such as technical support specialist, systems administrator, cloud automation associate and infrastructure support. After certification, collaborating organisations connect graduates with local employers for qualified interview opportunities rather than a guaranteed job placement.
National Hackathon as the Final Showcase
The learning journey will conclude with a National Hackathon. Participants will work in teams to build cloud and AI based solutions and present them before hiring managers, industry leaders and other stakeholders. The hackathon is intended to give learners visibility, help employers spot talent, and link classroom skills to real world problems.
Why This Initiative Matters: India’s Cloud and AI Talent Gap
India’s digital economy is expanding quickly, but the supply of skilled people is not keeping pace. This mismatch makes the new initiative important for both learners and employers.
Industry estimates underline the gap. According to TeamLease Digital’s Digital Skills and Salary Primer for 2025-26, AI and generative AI roles face a 53 percent shortfall by 2026, with only one qualified engineer available for every 10 open generative AI positions. Cloud computing faces a 55 to 60 percent demand supply mismatch, while cybersecurity has a deficit of 25 to 30 percent at mid to senior levels. The report warns that these shortages could affect India’s goal of a $1.2 trillion digital economy by 2030, since the digital economy already contributes about 15 percent of GDP.
Other projections point in the same direction. A study by Bain and Company estimated that openings in AI related jobs in India could cross 2.3 million by 2027, while the available talent pool may reach only 1.2 million, leaving a gap of more than one million workers. The World Economic Forum’s Future of Jobs Report 2025 noted that while 92 million jobs may be displaced globally by 2030, 170 million new roles will be created, leading to a net gain of 78 million jobs, with AI and big data skills among the fastest growing. In India, employers are already signalling higher adoption of AI, robotics and semiconductors than the global average.
For learners, especially in Tier 2 and Tier 3 cities, the barriers have been clear. These include limited access to globally recognised training, absence of industry credentials, few connections to technology employers, and the need to migrate to large cities for opportunities. A fully online model with free content, recognised certification and employer linkages directly addresses these barriers. For employers, the programme offers a pipeline of entry level talent trained on current cloud and AI tools, at a time when Global Capability Centres (GCCs), IT services and non tech sectors like banking, manufacturing and healthcare are all competing for the same skills.
In short, the initiative connects two national needs. On one side, young people need affordable and credible pathways into future jobs. On the other side, industry needs a wider and more diverse pool of cloud and AI ready workers beyond the metros.
Understanding the Key Institutions

National Skill Development Corporation (NSDC) was incorporated on 31 July 2008 as a not for profit public limited company under Section 25 of the Companies Act, 1956, now corresponding to Section 8 of the Companies Act, 2013. It operates as a Public Private Partnership (PPP) under the Ministry of Skill Development and Entrepreneurship (MSDE). The Government of India holds 49 percent of its share capital through MSDE, while the private sector holds 51 percent, distributed among industry bodies including the Confederation of Indian Industry (CII), Federation of Indian Chambers of Commerce and Industry (FICCI) and National Association of Software and Service Companies (NASSCOM). NSDC is the strategic implementation and knowledge partner of the Skill India Mission and acts as the principal architect of the country’s skilling ecosystem. It is headquartered in New Delhi and works with central and state governments, industry, non profits and training providers to fund, create and enable vocational training.
Ministry of Skill Development and Entrepreneurship (MSDE) is the nodal central ministry for coordinating all skill development efforts, building the vocational and technical training framework and removing the disconnect between demand and supply of skilled manpower. It was created as a separate ministry in November 2014 and now oversees schemes such as Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS), National Apprenticeship Promotion Scheme (NAPS) and the Skill India Digital Hub (SIDH). Amazon Web Services (AWS) is the cloud computing arm of Amazon, launched in 2006 and headquartered in Seattle, United States. It provides on demand cloud services including computing power, storage, databases, networking, machine learning and AI tools to governments, businesses and startups worldwide. In India, AWS has trained more than 6.2 million individuals in cloud skills since 2017 through programmes such as AWS Skill Builder, AWS Educate and AWS re/Start. AWS re/Start itself is a free, cohort based training programme that prepares unemployed or underemployed individuals for entry to mid level cloud roles and connects them to employers. It was launched in India in 2021 and is delivered through collaborating organisations in cities across the country.
Cultus Education and Technology Services Pvt. Ltd. is an Indian education services company and an AWS Training Partner. It focuses on making industry aligned digital skills accessible beyond major metros and on delivering outcome linked journeys from learning to certification and employer connections. In this initiative, it is the NSDC selected delivery partner responsible for online delivery, mentoring and coordinating the National Hackathon. It has earlier partnered with bodies such as the Management, Entrepreneurship and Professional Skills Council (MEPSC) to implement AWS backed cloud and job readiness programmes.
A Wider Push: Skill India, SOAR and Viksit Bharat 2047
The new cloud and AI initiative is part of a larger national effort to prepare India’s workforce for emerging technologies.
Skill India Mission, launched in 2015, is the umbrella programme for skilling, reskilling and upskilling youth through PMKVY, JSS, NAPS and training through Industrial Training Institutes (ITIs). In September 2023, MSDE launched the Skill India Digital Hub (SIDH), a unified Digital Public Infrastructure that brings training, assessment, certification, employment and entrepreneurship services onto a single mobile first platform integrated with National Career Service, eShram, DigiLocker and BHASHINI. As of mid 2026, SIDH has registered more than 35 lakh learners under PMKVY 4.0, 52 lakh under NAPS and 4.9 lakh under Skilling for AI Readiness (SOAR).
Skilling for AI Readiness (SOAR) is a flagship MSDE programme run with the National Council for Vocational Education and Training (NCVET). It offers free, fully online and self paced AI courses that are aligned to the National Skills Qualification Framework (NSQF) and linked to the National Credit Framework and Academic Bank of Credits. SOAR started with foundational AI literacy and has now expanded to include courses on AI for jobs, workplace productivity and sector specific applications in healthcare, manufacturing, logistics and IT. By July 2026, about 4.96 lakh learners had enrolled and nearly 98,500 had been certified. In parallel, the Directorate General of Training (DGT) has expanded its partnership with Microsoft under Microsoft Elevate WAVE to bring AI education to 2 lakh vocational students across more than 1,000 ITIs and 33 National Skill Training Institutes, including a 12 month AI Programming Assistant micro degree.
The private sector commitment is also growing. At the end of 2025, Amazon announced plans to invest $12.7 billion in local cloud and AI infrastructure in India by 2030 across Telangana and Maharashtra, and committed to bring AI literacy to 4 million government school students by 2030. These efforts align with the IndiaAI Mission approved by the Union Cabinet in 2024 to build compute, datasets and talent for AI, and with the long term national vision of Viksit Bharat 2047, which aims to make India a developed nation by the 100th year of Independence. Under Viksit Bharat 2047, a future ready and inclusive workforce is seen as a core requirement, especially as the workforce needs nine times more digitally skilled workers by 2025 according to earlier AWS AlphaBeta research.
Seen together, the NSDC Cultus AWS programme adds a targeted channel for cloud and AI skills within this wider ecosystem, focusing on accessible online delivery, credible certification and direct employer linkages rather than only classroom training.
The Way Forward
The immediate next step will be the opening of the online registration portal and the rollout of AWS digital training content to the first cohorts. How quickly learners from smaller cities enrol, complete self paced modules and qualify for the AWS re/Start cohorts will show whether the online only model can overcome issues of internet access and digital literacy that exist in some remote and aspirational districts. MSDE has said it is using community mobilisation through panchayats, Common Service Centres and District Skill Committees, along with multilingual support via BHASHINI on SIDH, to improve reach.
For the programme to deliver on its promise, three factors will be critical. First, the quality of mentoring and hands on labs during the 12 week re/Start phase, since employers value practical skills in Linux, Python, security and databases. Second, the strength of the employer network that Cultus and AWS can mobilise for interviews across all States and Union Territories, not only in large metros. Third, tracking of outcomes such as certification rates and placements, similar to the third party evaluations done for PMKVY 4.0 by the Arun Jaitley National Institute of Financial Management, which showed that the share of employed and self employed among short term training respondents rose from 26.6 percent before training to 45.4 percent after training.
