The Tamil Nadu Unmanned Aerial Vehicle Corporation (TNUAVC) is a state government company under the Department of Higher Education, inaugurated on 25 January 2022. It was set up in partnership with the Dr Kalam Advanced UAV Research Centre at Madras Institute of Technology, Anna University in Chennai. TNUAVC is the nodal agency in Tamil Nadu for drone based services such as mapping, surveillance, disaster management, agriculture spraying, land survey and mining, and for building a drone ecosystem covering design, manufacturing, testing, training and certification. It also runs DGCA certified drone pilot training and supplies drones to departments including police, fire services and municipal bodies.

Under the division of roles, Zuppa will set up the laboratory, supply drones and simulators, and provide training facilities and learning systems. TNUAVC will deploy qualified instructors and conduct pilot training in line with DGCA rules. The two partners will jointly develop the curriculum, conduct assessments and facilitate certification. Locating the labs inside regimental centres reduces dependence on outside agencies for upkeep, allows quick repair and redeployment of drones, and ensures that transfer of individual soldiers does not break operational continuity.

UAV Pilot Training Programme for Agniveers and Defence Personnel

The structured UAV pilot training programme will begin in October 2026 with a first batch of 200 personnel at Wellington, and scale to about 1,000 personnel per year. Zuppa has stated a target to train and certify more than 2,000 Agniveers and defence personnel over three years. The beneficiaries include Agniveers recruited under the Agnipath scheme, serving soldiers, and personnel transitioning out of the armed forces who can use certified skills in the civilian drone sector.

Agnipath, cleared by the Union Cabinet in June 2022, enrolls youth aged 17.5 to 21 years for a four year term that includes about six months of basic military training. On completion, up to 25 percent of each batch can be retained in regular cadre on performance, while others receive a Seva Nidhi package of about ₹11.71 lakh and skill certificates for civilian careers. The drone pilot certificate fits directly into that resettlement pathway, since the same skills apply to mapping, agriculture spraying, infrastructure inspection and logistics in the commercial market.

The course is a four week module with about 20 hours of practical training. It covers mission simulator flying, rotorcraft and hybrid operations, aerodynamics, equipment maintenance, risk assessment and safety management, basic assembly, practical flying, mission planning and DGCA regulations. Training places strong weight on standard procedures such as pre flight checks, weather assessment, airspace permissions, flight logs and safe handling of batteries and payloads.

DGCA Remote Pilot Certificate and Drone Categories

The Directorate General of Civil Aviation (DGCA), headquartered in New Delhi, is the national aviation safety regulator under the Ministry of Civil Aviation. Under the Drone Rules, 2021, a Remote Pilot Certificate (RPC) is issued by an authorised training organisation after prescribed ground and flight training.
