Along with Birkbeck, it includes institutions such as University College London (UCL), King’s College London, the London School of Economics and Political Science (LSE) and the School of Oriental and African Studies (SOAS). Birkbeck is widely known for evening teaching. In London, most of its classes run between 6 pm and 9 pm, so students can work during the day and study at night. What the UGC Approval Allows in Bengaluru

The Letter of Approval (LoA) was announced in the first week of September 2026. It gives Birkbeck formal permission to establish and run its India campus in Whitefield, Bengaluru, inside Sattva Tech Park, a major technology and business district. The campus has been fitted out to host undergraduate and postgraduate teaching from the 2026-27 academic year.

The LoA follows the Letter of Intent (LoI) granted to Birkbeck earlier in 2026. The campus project was publicly announced on 14 April 2026. The LoA is the final step in that process. It confirms that the campus meets required standards for academic quality, governance and physical readiness. Only after this letter can a foreign university admit students and collect fees in India.

The Bengaluru campus is being set up with the Education Centre of Australia (ECA). ECA is a global education services provider with more than two decades of experience in running international campuses. It has provided financial backing and operational support for buildings, systems and student services. Academic control, curriculum and teaching standards remain with Birkbeck, under the oversight of Vice Chancellor Professor Sally Wheeler.

The campus will focus on business and data programmes at the start. Teaching will be research led and linked to industry needs, with attention to statistics, data tools and decision making for modern firms. How Foreign Universities Get Approval to Open in India

The University Grants Commission, or UGC, is the statutory body that sets and maintains standards for university education in India. It was inaugurated on 28 December 1953 and became a statutory body under the UGC Act, 1956. It works under the Ministry of Education and is headquartered in New Delhi.

The present route for foreign campuses comes from the National Education Policy (NEP) 2020. The policy said leading world universities should be helped to operate in India. To put this into action, the UGC notified the University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023 on 8 November 2023. These are commonly called the FHEI Regulations, 2023.

Under these rules, a foreign university must rank within the top 500 in overall or subject wise global rankings, or show outstanding expertise in a specific field. The UGC acts as a single window for applications. The university must have its own land, buildings, faculty and academic systems in India. It cannot run the campus on shared infrastructure of an Indian college and it cannot offer programmes through franchises, study centres or fully online and distance modes. Up to 10 percent of lectures in a programme can be held online.

Approval happens in two stages. First, the UGC issues a Letter of Intent (LoI) after examining the application through a standing committee. The institution must then build the campus and show it is ready for teaching. After a physical check, the UGC issues the Letter of Approval (LoA) or a notification to commence operations. Institutions are normally expected to set up the campus within two years of the LoI. They can admit students and collect fees only after the final approval.

Degrees awarded on the India campus must carry the name of the foreign university and must be of the same standard as those awarded on the home campus. Such degrees do not need separate equivalence from another Indian authority. The campus has freedom to set admission rules, fee structure and faculty hiring, but it must follow Indian laws on funds transfer and foreign contributions, including the Foreign Exchange Management Act, 1999 and the Foreign Contribution (Regulation) Act, 2010. The rules also ask campuses to provide full or partial scholarships and fee concessions to Indian students.

Foreign Universities in India: Where Birkbeck Fits In

Birkbeck is part of a wider entry of foreign universities into India. By June 2026, the Ministry of Education had handed over five Letters of Approval under the FHEI Regulations. These went to the University of Southampton, the University of Liverpool, the University of Bristol, the University of York and the University of New South Wales (UNSW Sydney). The UGC had also issued 10 Letters of Intent to other institutions from the United Kingdom, the United States, Australia and Italy.

The University of Southampton became the first university to start classes under the mainland UGC route. It opened its Gurugram campus in Haryana for the 2025-26 session. Bristol and York are setting up in Mumbai, while Liverpool and UNSW Sydney are setting up in Bengaluru. Most of these campuses plan first intakes between August and September 2026.

A separate set of foreign campuses already operates in GIFT City in Gujarat. These include Deakin University and the University of Wollongong from Australia, along with Queen’s University Belfast from the United Kingdom. GIFT City campuses are regulated by the International Financial Services Centres Authority (IFSCA), not by the UGC route. This distinction matters because the approval, funding and equivalence rules are different.
