The University of Bristol opened its Mumbai Enterprise Campus in Powai on 10 September 2026 and welcomed its first group of students. This is the first international campus of the 150 year old British university in its entire history. The opening shows how India now allows top foreign universities to award their own degrees on Indian soil and lets Indian students get admission to a foreign university without leaving India.
What Is the Mumbai Enterprise Campus?
The Mumbai Enterprise Campus (MEC) is the Indian campus of the University of Bristol located at the Cignus Powai development near Powai Lake in Mumbai, Maharashtra. The university formally opened it on 10 September 2026 with a traditional lamp lighting ceremony and welcomed its inaugural cohort of students. It is led in Mumbai by Professor Michelle Jones, Director and Executive Dean, under the overall leadership of Professor Evelyn Welch, Vice Chancellor and President of the university.
The location is strategic. The campus sits directly opposite the Indian Institute of Technology (IIT) Bombay, in one of Mumbai’s strongest innovation and technology hubs. Bristol has signed a partnership with IIT Bombay for joint work in translational research and new teaching methods. Translational research means taking ideas from the laboratory and turning them into useful products, policies or services for society.
The timing is symbolic. In the same week, Bristol also opened its new Temple Quarter Enterprise Campus in central Bristol, and it will celebrate its 150th anniversary in October 2026. The two campuses are about 4,500 miles apart. At the Mumbai opening, the university conferred an honorary Doctor of Letters degree on Shanta Gokhale, a Bristol alumna, writer, translator and theatre critic. Four students of the first batch received the University of Bristol Government of Maharashtra Scholarship, a support scheme started earlier in 2026 for students from the state.
Courses, Fees and Admission Process at Bristol Mumbai
The Mumbai campus will focus on subjects with high demand from employers, mainly data, finance and creative technology. Teaching began with a three week pre semester programme called the Bristol Global Futures Lab, which helped new students understand their strengths, build relationships and learn through sessions led by industry experts. Selected undergraduate students will also get Global Mobility opportunities, which means they can spend a part of their studies at the Bristol campus in the United Kingdom and build cross cultural networks.
For the 2026 intake, the campus offers three year undergraduate programmes and one year postgraduate programmes. Undergraduate students study for three years full time, while postgraduate students complete an intensive one year full time degree. The degrees carry the same name and standard as the degrees awarded in Bristol in the United Kingdom.
| Programme | Duration | Annual Fee for Domestic Students | Annual Fee for International Students | 2026 Intake |

| MSc Financial Technology with Data Science | 1 year | ₹22,00,000 | ₹24,00,000 | 60 students |
| MA Immersive Arts | 1 year | ₹20,00,000 | ₹22,00,000 | 30 students |
Domestic students are Indian nationals who currently live in India. All other applicants are counted as international students. Fees may rise by up to 4 percent in later years. Students also pay one time charges, including an application fee of ₹2,000 to ₹5,000, an admission fee of ₹50,000 and a refundable security deposit of ₹50,000.
The eligibility criteria are linked to past academic scores. For the MSc programmes in finance and financial technology, applicants generally need 60 to 70 percent in a quantitative undergraduate subject such as accounting, finance, computer science, data science, economics, engineering, mathematics or physics. A quantitative subject is one that uses a large amount of mathematics and data analysis. The university has also promised merit based and need based scholarships, which means fee support based on high marks or low family income. Admissions for the 2026 cohort closed in September 2026, with different programmes closing between 12 and 30 September. The first year intake is expected to be up to 250 students, with a plan to grow to more than 2,500 students within five years.
What Is the University of Bristol Known For?
The University of Bristol is a public research university located in Bristol, England in the United Kingdom. Its roots go back to University College, Bristol, which opened on 10 October 1876 and admitted men and women on the same basis from the start. It received its Royal Charter from King Edward VII on 24 May 1909, which gave it the legal status of a university. The university will complete 150 years since its college origins in October 2026.
Bristol is a member of the Russell Group, a group of 24 research intensive universities in the United Kingdom known for high quality teaching and research. In the QS World University Rankings 2026, Bristol was ranked 51st in the world and 8th in the United Kingdom. In the QS World University Rankings 2027, published in June 2026, it was ranked 57th in the world and retained 8th place in the United Kingdom. In the Times Higher Education World Rankings 2026, it was ranked 80th in the world. Its strongest subjects in the QS Subject Rankings 2026 include Geography at 15th, Geology at 17th, and Earth and Marine Sciences at 18th in the world.
Bristol is widely known for science, engineering and finance linked research. It was named AI University of the Year in 2024 and hosts Isambard-AI, described as the fastest university owned supercomputer in the United Kingdom. A supercomputer is a very large and powerful computer used for complex research in areas such as climate science, medicine and artificial intelligence. This strength explains the Mumbai focus on data science and financial technology. In February 2026, Bristol announced a global partnership with Tata Consultancy Services (TCS) for work in artificial intelligence, live industry projects, placements and student mobility between India and the United Kingdom. It also received a £1.5 million gift from the Shanta Foundation, the philanthropic arm co founded by Bristol alumnus Bhikhu Patel, to support scholarships and travel between India and the United Kingdom.
How Foreign Universities Can Open Campuses in India
Bristol entry into Mumbai was made possible by the National Education Policy (NEP) 2020, which said that top universities in the world would be helped to operate in India. This idea was converted into law through the University Grants Commission (Setting up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023, notified on 8 November 2023. The University Grants Commission (UGC) is the statutory body for higher education standards in India. It was set up under the UGC Act, 1956, works under the Ministry of Education, and is headquartered in New Delhi.
Under these regulations, a foreign university must rank within the top 500 in global rankings in overall or subject categories to apply. The UGC runs a single window clearance process. A high powered Standing Committee examines the application and recommends action. The UGC first issues a Letter of Intent (LoI), which is an in principle approval. The university must then build its campus within two years. When it shows readiness, the UGC issues a Letter of Approval (LoA) or notification to start classes. Bristol received its LoI in July 2025 at the event marking five years of NEP 2020 and received its LoA on 9 June 2026 from UGC Chairman Dr Vineet Joshi in the presence of Education Minister Dharmendra Pradhan. Permission is first granted for ten years and can be renewed for another ten years.
Campuses approved under this route have clear conditions. The quality of education in India must match the home campus. Degrees awarded in India are treated as equal to the degrees awarded at the home campus and to corresponding Indian degrees, with no separate equivalence certificate needed. Universities can decide their own admission process and fee structure. They must seek prior approval before starting any new programme. They cannot offer programmes only in online or open and distance learning mode, though up to 10 percent of lectures in a programme can be online. They have freedom to recruit faculty by their own norms and can offer full or partial scholarships. They can admit students and collect fees only after the UGC notification. In December 2025, the government also set up a Facilitation Committee for Foreign Higher Educational Institutions to help approved universities with academic, financial and governance compliance.
UGC Mainland Route and GIFT City Route
India has two separate routes for a foreign university campus. The UGC route applies to mainland India, which means cities such as Mumbai, Bengaluru, Gurugram, Chennai and Greater Noida. The second route applies only to GIFT City in Gandhinagar, Gujarat, under the International Financial Services Centres Authority (IFSCA) (Setting up and Operation of International Branch Campuses and Offshore Education Centres) Regulations, 2022. GIFT City stands for Gujarat International Finance Tec City. It is a special economic zone for financial services.
| Feature | UGC Mainland Route | IFSCA GIFT City Route |
|---|---|---|
| Law | UGC Regulations, 2023 | IFSCA Regulations, 2022 |
| Location | Anywhere in mainland India | Only inside GIFT IFSC |
| Ranking condition | Top 500 globally | Top 500 globally with focus on finance and science subjects |
| Courses allowed | All disciplines, from undergraduate to doctoral level | Mainly finance, science, technology and related professional fields |
| Degree value | Automatically equal to Indian degrees | Follows IFSCA system, equivalence rules can differ for some Indian uses |
| Examples | Southampton in Gurugram, Bristol in Mumbai | Deakin, Wollongong and Queens University Belfast in GIFT City |
Foreign University Campuses in India: Where Does Bristol Stand?
Bristol is among the first five universities to receive a final Letter of Approval under the UGC mainland framework. The five are the University of Southampton, the University of Liverpool, the University of Bristol, the University of York and the University of New South Wales (UNSW Sydney). The LoAs to Bristol, York and UNSW were handed over together on 9 June 2026. In addition, the UGC has issued 10 to 16 Letters of Intent to other institutions from the United Kingdom, the United States, Australia and Italy. LoI holders include the Illinois Institute of Technology, Western Sydney University, Victoria University, La Trobe University, Lancaster University and the University of Aberdeen, with proposed sites in Mumbai, Bengaluru, Greater Noida, Gurugram and Chennai.
Southampton is the pioneer under the mainland system. The University of Southampton opened its Gurugram campus in Haryana in August 2025 and started classes first. Bristol, Liverpool, York and UNSW are in the second wave, with classes planned from August to September 2026. Bristol and York both chose Mumbai, while Liverpool and UNSW both chose Bengaluru, which the Education Ministry has described as major knowledge, technology and innovation hubs.
This must not be confused with GIFT City. Deakin University of Australia opened its GIFT City campus in July 2024, followed by the University of Wollongong in November 2024 and Queens University Belfast in early 2026. These three operate under the IFSCA route, not the UGC mainland route. So Deakin was the first foreign university campus to start in India in physical form, while Southampton was the first to start under the UGC mainland regulations that apply to the rest of India.
Significance for India and the Way Forward
For students, the campus offers a British degree at a lower cost than studying in the United Kingdom, while staying close to home. Undergraduate fees of ₹15 lakh per year and postgraduate fees of ₹22 lakh per year are still high by Indian standards, but they are far below the cost of living and studying in Bristol, which also includes visa and travel costs. Global Mobility options, industry projects with partners such as TCS and IIT Bombay, and exposure to tools such as Bloomberg and real market data are designed to improve jobs in finance, data and creative industries.
For India, the project supports three policy goals. It advances the internationalisation vision of NEP 2020, which aims to make India a global study destination. It strengthens Mumbai as an education and innovation hub, with Powai now hosting both IIT Bombay and a British university campus across the road from each other. It also deepens India United Kingdom education ties, a partnership highlighted by the British Council and linked to the shared India United Kingdom Vision 2035 for cooperation in education, research and skills.
The road ahead will test quality and scale. The UGC will monitor whether teaching, faculty and infrastructure in Powai truly match Bristol standards. Bristol will need to expand scholarships, build local research output on issues such as climate change and human health, and grow from 250 to 2,500 students without diluting standards. If it succeeds, more top 500 universities are likely to move from Letters of Intent to full campuses, and Indian students will have a wider choice of global degrees within India itself.
