The memorandum of understanding for this role was signed in Amaravati on 18 September 2026 between Mazagon Dock Shipbuilders and National Shipbuilding and Heavy Industries Park-AP (NSHIP-AP).

NSHIP-AP is a special purpose vehicle jointly formed by the Andhra Pradesh Maritime Board (APMB) and the Visakhapatnam Port Authority (VPA). Visakhapatnam Port Authority holds a 50 percent share in the vehicle and will provide technical support and coordination with central agencies. The Andhra Pradesh Maritime Board will arrange land, supporting infrastructure and statutory clearances for timely execution.

The proposed yard will start with a design capacity of 1.2 million gross tonnage (GT) a year. Gross tonnage is a standard measure of the internal volume of a ship and is used to describe shipyard capacity. Shipbuilding is the process of designing, constructing and repairing ships and other large sea going vessels inside specialised facilities called shipyards. The scheme supports new greenfield clusters, modernisation of existing brownfield yards and creation of an India Ship Technology Centre for design and skills. The Andhra Pradesh government has positioned the project within the national roadmaps of Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047.

Maritime India Vision 2030 aims to lift India into the top ten shipbuilding nations from a rank beyond twenty. Maritime Amrit Kaal Vision 2047 sets a higher goal of entering the top five by 2047 with annual output of 4.5 million gross tonnage, up from the current level of about 0.01 million gross tonnage. Mazagon Dock Shipbuilders then finalised two anchor roles in September 2026, one at Dugarajapatnam in Andhra Pradesh and another at Dighi in Maharashtra, each planned for 1.2 million gross tonnage.

Strategic and Economic Impact for Andhra Pradesh and India

The techno economic feasibility report places the Dugarajapatnam shipbuilding and repair yard at about ₹29254 crore and the adjoining greenfield port at about ₹9513 crore. Under the approved funding pattern, the government will provide about ₹5289 crore for land and marine works, while the anchor investor will invest about ₹23964 crore in the core yard. The state government is also expected to invest about ₹2000 crore in supporting roads, power, water and housing.

For Andhra Pradesh, the project uses the state’s 1053 km coastline, the second longest on the east coast, to create a manufacturing hub beyond ports and fishing harbours. The yard is expected to trigger ancillary units in marine engineering, steel fabrication, engines, paints, logistics and ship repair at nearby centres in Nellore, Krishna, Bapatla, Kakinada and Srikakulam. This local supplier base can cut dependence on imports and keep more shipbuilding value within India under the Make in India effort.

For India, the stakes are global. At present, most large commercial ships are built in China, South Korea and Japan, while Indian yards focus mainly on defence and small vessels. A 1.2 million gross tonnage commercial yard on the Bay of Bengal gives India scale to bid for tankers, container ships and gas carriers for both Indian and foreign owners.
