The International Institute of Information Technology Bangalore (IIIT-Bangalore) signed a Letter of Intent (LOI) with the Taipei Computer Association (TCA) on 16 September 2026 at Electronica India 2026 in Bengaluru. The LOI aims to build cooperation between Taiwan and Karnataka in technology, innovation and the digital economy. It is described as the first technology cooperation LOI between Taiwan and South India and a step towards a detailed Memorandum of Understanding.
What Does the IIIT-Bangalore TCA Pact Cover?
The IIIT-Bangalore TCA LOI records the intent of both sides to work towards a future Memorandum of Understanding (MoU) on information and communication technology (ICT), the digital economy, science and technology, and innovation. The LOI itself does not announce specific projects or funding. It creates a framework to identify mutually agreed initiatives before a formal MoU is signed.
The LOI was signed by Hsin-Lun Tsai, Manager of TCA, and Cmde S R Sridhar, Registrar of IIIT-Bangalore. The signing took place at the Bangalore International Exhibition Centre (BIEC) on 16 September 2026 during Electronica India 2026. It was witnessed by Stephen Hsu, Director General of the Taipei Economic and Cultural Center (TECC) in Chennai, Dennis Hu, Chief Executive Officer of the Foundation for Commerce and Culture Interchange, and Sanjeev Kumar Gupta, Chief Executive Officer of the Karnataka Digital Economy Mission (KDEM). The TECC in Chennai facilitated the pact.
The two sides will explore joint work in five technology domains. These domains reflect Taiwan’s strength in hardware and Karnataka’s strength in software and research.
| Technology Domain | What It Covers in This Pact |
|---|---|
| Artificial intelligence (AI) | Research exchange, AI chips, AI for industry and health |
| Electronics | Electronic components, systems and semiconductor related cooperation |
| Smart manufacturing | Factory automation, industrial Internet of Things and precision systems |
| Smart cities | Urban digital systems, energy management and connected infrastructure |
| Cybersecurity | Secure hardware, data protection and trusted digital systems |
The LOI also lists how the cooperation will happen. The methods include knowledge sharing, policy dialogues, business matchmaking between companies, joint seminars and conferences, and bilateral delegation exchanges. The Director of IIIT-Bangalore, Debabrata Das (as of September 2026), said the pact connects the institute’s research strength with Taiwan’s hardware and semiconductor ecosystem.
What Is a Letter of Intent?
A Letter of Intent (LOI) is a written document in which one or both sides state their plan to enter into a future formal agreement. It lists the broad areas of cooperation and the next steps for talks. It usually does not create binding legal duties on the main commercial terms.
In business practice, an LOI comes before a detailed contract. It shows seriousness, sets the scope of talks, and allows due diligence to continue. Some parts of an LOI, such as confidentiality or exclusivity clauses, can be made binding if the text says so clearly. Under Indian law, courts look at the actual words and conduct of the sides, not only the title, to decide if any part is binding.
An LOI is different from a Memorandum of Understanding (MoU). An MoU is usually more detailed and records mutual roles and responsibilities. In this case, the IIIT-Bangalore TCA LOI is a prelude. The detailed duties, projects and timelines will be fixed later in the proposed MoU.
| Document | Purpose | Legal Effect in India |
|---|---|---|
| Letter of Intent | States intent to negotiate a future deal, outlines broad terms | Generally non binding, unless clear intent to be bound is written |
| Memorandum of Understanding | Records mutual understanding, roles and framework for cooperation | Usually non binding, can become binding if all contract essentials are present |
| Contract or Agreement | Final deal with complete terms and obligations | Binding and enforceable by law |
What Is IIIT-Bangalore?
The International Institute of Information Technology Bangalore, popularly known as IIIT-Bangalore or IIITB, is a research focused deemed university located in Electronic City, Bengaluru. It was established on 18 September 1998 and started operations in 1999 as a registered not for profit society. It was set up jointly with support from the Government of Karnataka and the information technology industry.
IIIT-Bangalore is neither a central government institute like the IITs nor a private commercial college in the usual sense. It operates as an autonomous not for profit institution. In 2005, the University Grants Commission (UGC) recognised it as a Deemed to be University under Section 3 of the UGC Act, 1956. This status allows the institute to award its own degrees. The founding Director was S Sadagopan, and the present campus in Electronic City has operated since August 2003.
The institute focuses on education, research, entrepreneurship and innovation in information technology. Its work spans computer science, electronics, data science, software engineering and networked systems. For this pact, its role is to bring academic research, talent and laboratory strength to joint initiatives with Taiwanese industry.
Who Is the Taipei Computer Association?
The Taipei Computer Association (TCA) is Taiwan’s largest association for the information and communication technology industry. TCA was founded on 5 November 1974 with 15 founding members. It is headquartered in Taipei, Taiwan and has offices in Taichung and Kaohsiung, along with overseas offices in Tokyo, Beijing, Bengaluru and Selangor.
TCA today has more than 3,100 member companies across 18 cities and counties in Taiwan. Its members cover software, hardware systems, semiconductors, electronic component design and manufacturing, system integration and internet services. TCA states that its members account for more than 85 percent of Taiwan’s ICT industrial output value, with combined capital of about 1.88 trillion New Taiwan dollars and more than 740,000 employees in Taiwan.
TCA is best known as the co organiser of COMPUTEX Taipei. COMPUTEX started in 1981 as the Taipei Computer Show and is co organised by TCA and the Taiwan External Trade Development Council (TAITRA). It is one of the world’s leading trade shows for computers and connected devices. TCA also organises other major events such as the Smart City Summit and Expo and the Taipei Game Show. In the Bengaluru pact, TCA represents Taiwan’s ICT companies and will help link them with Karnataka’s research and business ecosystem.
What Is Electronica India?
Electronica India is South Asia’s leading trade fair for electronic components, systems and applications. It was founded in 2000 and is organised by Messe Muenchen India. The fair is held together with Productronica India, which focuses on electronics development and production. Together they present the full value chain of the electronics industry, from parts and design to manufacturing systems.
Electronica India is held twice a year in India’s two major electronics hubs. The northern edition is held in Greater Noida in the Delhi National Capital Region, and the southern edition is held in Bengaluru. Electronica India 2026 North was held from 8 to 10 April 2026 in Greater Noida. Electronica India 2026 South was held from 16 to 18 September 2026 at the Bangalore International Exhibition Centre (BIEC) on Tumkur Road in Bengaluru.
The Bengaluru edition also hosted related events such as Productronica India and Laser World of Photonics India. At the 2026 Bengaluru show, TCA set up a Taiwan Electronics Innovation Pavilion in Hall 5 to present seven Taiwanese firms working in areas such as low power AI chips, smart energy, air purification, industrial gateways and 3D visual technology. The IIIT-Bangalore TCA LOI signing at the fair venue underlines the role of such trade fairs as platforms for academic and industry deals, not only product displays.
Why Does India Taiwan Technology Cooperation Matter?
The IIIT-Bangalore TCA pact fits into a wider and fast growing technology relationship between India and Taiwan. India does not have formal diplomatic ties with Taiwan. The relationship is managed through cultural and economic offices. Taiwan is represented in southern India by the Taipei Economic and Cultural Center (TECC) in Chennai, which was established in 2012. The TECC in Chennai serves five southern states, three Union Territories and Sri Lanka, and it facilitated this LOI.
Trade and investment provide the base for this cooperation. Bilateral trade between India and Taiwan rose from $10.6 billion in 2024 to a record $12.5 billion in 2025. Trade in the first half of 2026 reached $8.6 billion, showing strong year on year growth. More than 300 Taiwanese companies operate in India, with cumulative investment of over $5.7 billion and more than 214,000 jobs created. About 75 percent of these firms are in South India, mainly in Tamil Nadu and Karnataka. Major firms expanding in the south include electronics majors such as Foxconn.
The two sides have complementary strengths. Taiwan leads in semiconductors, electronics manufacturing and ICT hardware. Karnataka, centred on Bengaluru, leads in software talent, research institutions and startups. The Karnataka Digital Economy Mission has said the LOI will open work in knowledge exchange, business matchmaking, academic and industry engagement and ecosystem development across AI, electronics, smart manufacturing, smart cities, cybersecurity and global capability centres. If carried into a full MoU, the pact could help Taiwanese firms find research partners in Bengaluru, and help Indian researchers and startups access hardware supply chains and manufacturing know how.
