The Government of India and the Asian Development Bank (ADB) signed a $230 million loan agreement on 21 August 2026 for the Chennai Climate-Resilient Water Security and Sewerage Project. The project will modernise water supply and sewerage infrastructure for about 4.5 million residents across Greater Chennai to strengthen climate resilience and public health. It will also create a more efficient and financially sustainable urban water system, anchored by India’s first city-wide ring-main water grid.
The $230 Million Agreement: What Was Signed?
The loan agreement for the Chennai Climate-Resilient Water Security and Sewerage Project was signed on 21 August 2026 in New Delhi between the Government of India and the Asian Development Bank (ADB). On behalf of India, Saurabh Singh, Deputy Secretary in the Department of Economic Affairs (DEA) under the Ministry of Finance, signed the agreement. On behalf of ADB, Mio Oka, Country Director of the India Resident Mission, signed the agreement. The engagement was guided by Baldeo Purushartha, Joint Secretary (ADB and Japan) in the DEA, who oversees India’s partnership with ADB.
The signing followed ADB’s approval of the loan on 3 July 2026. ADB is headquartered in Manila, Philippines, and its India Resident Mission is located at Chanakyapuri, New Delhi. The project will be implemented by the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB), also known as Chennai Metrowater, in coordination with the Greater Chennai Corporation (GCC) and the Municipal Administration and Water Supply Department of the Government of Tamil Nadu. Why Chennai Needs a Water Overhaul
Chennai is India’s fourth largest city and a major industrial and port hub on the Coromandel Coast of the Bay of Bengal. It is the capital of Tamil Nadu and the centre of the Chennai Metropolitan Area, which had a population of about 8.69 million in 2011 and is projected to exceed 15 million by 2035. Despite its economic importance, the city’s water system has not kept pace with growth.
The city depends heavily on the Northeast monsoon from October to December for refill of its four main reservoirs at Poondi, Cholavaram, Red Hills (Puzhal) and Chembarambakkam, along with supplies from the Krishna River through the Telugu Ganga project in Andhra Pradesh and the Veeranam Tank in Cuddalore district. Rainfall is highly variable. This dependence made Chennai vulnerable to extremes. In 2019, the city faced a Day Zero crisis when reservoirs ran dry and supply had to be met by tanker trucks and special water trains.
Demand continues to rise sharply. The CMWSSB supplies about 1,040 to 1,226 million litres per day (MLD) against a demand that was estimated at 1,720 MLD in 2020 and is projected to reach 1,762 MLD by 2057 within the core city, and up to 2,365 MLD by 2030 across the wider metropolitan area of 1,189 sq km according to studies by Anna University and IIT Madras. Without new interventions, the gap between supply and demand could rise to 466 MLD by 2030 and 962 MLD by 2050 under normal rainfall.
The network itself is ageing. Much of the sewerage system in core zones covered by the Nesapakkam sewage treatment plant is more than 40 to 50 years old, leading to frequent sewage overflows, contamination of drinking water through leaks, and high non-revenue water (NRW) losses estimated at 20 to 30 percent. Intermittent supply, where pipes remain empty for hours each day, creates vacuum conditions that pull in sewage through cracks. With climate change bringing more intense floods, cyclones, droughts and sea level pressures on this coastal city, a resilient, pressurised and continuously monitored system has become a priority for public health, water security and economic stability.
Inside the Chennai Climate-Resilient Water Security and Sewerage Project
The project aims to deliver reliable, safe and continuous (24x7) water supply and improved sewerage across about 426 sq km of Greater Chennai. It combines large civil works with utility reforms and digital systems to ensure water reaches every zone equitably, including slum communities, and to make operations more accountable and financially sustainable.
The core physical works include construction of more than 170 km of new water supply and sewer pipes, upgrading of seven water pumping stations and 38 sewer pumping stations, and strengthening of asset management through performance-based contracts. Detailed project documents break this down into about 91.2 km of new ring main, about 2.65 km of feeder mains from pumping stations to the ring, and about 64.2 km of new transmission mains from the ring to water distribution stations. Maintenance will be covered under a 10-year operation and maintenance (O&M) contract after completion, which is expected within about 54 months or roughly three to four years from award.
The Government of Tamil Nadu had earlier accorded in-principle approval for two flagship components. A ₹3,108.55 crore ring-main project to interconnect all nine water sources in a closed loop, and a ₹689.40 crore to ₹740.37 crore project to upgrade the ageing sewer network linked to the Nesapakkam sewage treatment plant, including replacing about 160 to 185 km of sewer collection lines and upgrading about 13,000 manholes and pumping stations. The ADB loan now finances these priorities at city scale. In March 2026, CMWSSB awarded the ring-main construction to VA Tech Wabag, a Chennai based water technology company, leading a joint venture to build the grid.
India’s First City-Wide Ring Main System
The centrepiece is a comprehensive ring-main solution, a closed-loop system. Unlike Chennai’s present arrangement where each of the five water treatment plants and three desalination plants at Minjur and Nemmeli and the upcoming 400 MLD plant at Perur supplies only its own designated zone, the ring main interconnects all sources, reservoirs and pumping stations into one circular pipeline.
The pipeline will run about 91 to 95 km around the city with large diameter pipes of 1,000 mm to 1,800 mm, linking to 84 major water distribution stations and later expanding to 11 distribution stations in the first phase, through feeder and transmission mains. It is designed to handle a flow of 1,762 MLD, the projected demand for 2057. Distribution points to be integrated include Chembarambakkam, Akkarai, Kilpauk, Madhavaram, Puzhal and others.
Because water can enter the loop at any point and be routed to any area, the system maintains balanced water pressure, allows surplus water from one source to offset shortage in another, and keeps supply running even if one plant is under maintenance or a reservoir is low. As a continuously pressurised closed network, it also reduces the risk of contamination and water loss through leaks. Seven underground tanks of 0.5 to 1 million litres each, flow control valves, air valves and surge protection systems will support stable pressure. Chennai will be the first city in India to implement such a city-wide ring-main for water supply. Two distribution zones will also be prepared as district metered areas with fully metered household connections to pilot continuous pressurised supply, building on a ₹271.50 crore pilot in Zone XIII (Adyar) and supported by 518 IoT-enabled electromagnetic flow meters already being installed to cut non-revenue water.
Digital and Safe Operations
The project will digitally transform operations through a central Supervisory Control and Data Acquisition (SCADA) system. The SCADA-based automated monitoring will allow remote operation, real-time flow and pressure tracking, leak detection and faster response to complaints. Data will feed into a central dashboard with automated alerts for engineers, helping to identify unauthorised connections, track consumption and ensure equitable distribution.
Advanced technologies will also improve worker safety. Robotic and sensor-based inspection tools will eliminate hazardous manual entry into sewers, detect blockages faster and make maintenance safer. This is important in a city where manual sewer cleaning has posed serious health risks. Customer responsiveness will improve through data-driven decision making, while performance-based contracts will tie operator payments to service indicators such as continuity, pressure, water quality and response time, strengthening accountability and long-term asset performance.
Alignment with National Urban Programmes
The Chennai project is aligned with two major national interventions for urban water security.
Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) was launched by the Prime Minister on 1 October 2021 and is implemented by the Ministry of Housing and Urban Affairs (MoHUA). It runs from 2021-22 to 2025-26 with a total indicative outlay of ₹2,99,000 crore, including a central share of ₹76,760 crore. The mission aims to provide 2.68 crore new household tap connections with universal water supply coverage in all about 4,800 statutory towns, and 2.64 crore new sewer and septage connections with universal coverage in 500 AMRUT cities. It promotes a circular economy of water through source conservation, rejuvenation of water bodies, recycling of treated used water to meet at least 20 percent of city water demand and 40 percent of industrial demand at state level, and rainwater harvesting. A key reform is to reduce non-revenue water to below 20 percent and make urban local bodies more financially sustainable.
Urban Challenge Fund (UCF) is a new centrally sponsored scheme of MoHUA approved by the Union Cabinet with ₹1,00,000 crore of central assistance from 2025-26 to 2030-31, extendable to 2033-34. It aims to catalyse a total investment of ₹4,00,000 crore over five years by funding only 25 percent of a project’s cost from the centre, requiring at least 50 percent to be raised from the market through loans, municipal bonds or public-private partnerships, with the remaining 25 percent from states, union territories or urban local bodies. Projects are selected through a competitive challenge mode across three verticals, Cities as Growth Hubs, Creative Redevelopment of Cities, and Water and Sanitation. The water and sanitation vertical focuses on upgrading legacy infrastructure, reducing non-revenue water, metering, reuse of treated water and flood resilience. A ₹5,000 crore corpus provides credit repayment guarantee support for smaller cities and for all cities in hilly and northeastern states.
By building a ring main, upgrading sewerage, introducing metering and SCADA, and using performance-based O&M, the Chennai project directly advances the objectives of both AMRUT 2.0 and the UCF, and draws on ADB’s earlier investments that expanded equitable access to water distribution and waste management in the city.

The Way Forward
For Chennai, the immediate next steps are completion of detailed design, laying of the ring main and transmission network, upgrading of pumping stations and rollout of SCADA and district metered areas. The Adyar pilot for 24x7 supply, together with the two zones to be prepared for future investments under this project, will test whether continuous pressurised supply can be expanded to core areas in phases. Complementary city assets will matter, including the Perur desalination plant (400 MLD), scheduled to be operational by March 2027 at a cost of ₹6,078.40 crore, which together with existing plants at Minjur (100 MLD) and Nemmeli (100 MLD and 150 MLD) will raise daily supply from about 1,236 MLD to about 1,650 MLD.
Longer term success will depend on reducing non-revenue water, fixing ageing sewer lines, ensuring full household metering and reliable cost recovery by CMWSSB, and integrated management of freshwater, recycled water and storm water. Experts have also called for a unified water management authority for Chennai on the lines of the Chennai Unified Metropolitan Transport Authority. If executed well with strong coordination between the central government, the Government of Tamil Nadu, GCC and CMWSSB, and with performance-based operations, the project can make Chennai a national model for inclusive and climate-resilient urban water management and help close the projected demand supply gap for the next three decades.
