The Appointments Committee of the Cabinet has approved the appointment of Dinesh Pant as Member (Actuary) and Girija Subramanian as Member (Distribution) of the Insurance Regulatory and Development Authority of India (IRDAI). Pant was serving as Managing Director of the Life Insurance Corporation of India (LIC), while Subramanian was serving as Chairman-cum-Managing Director of The New India Assurance Company. What Is IRDAI?
The Insurance Regulatory and Development Authority of India (IRDAI) is the statutory regulator for life insurance, general insurance, health insurance and reinsurance business in India. IRDAI was constituted in 1999 under the Insurance Regulatory and Development Authority Act, 1999. IRDAI functions as an autonomous body under the Ministry of Finance.
IRDAI is a statutory body, which means it derives its powers directly from an Act of Parliament. Section 14 of the 1999 Act gives IRDAI the duty to regulate, promote and ensure orderly growth of insurance and reinsurance business. Its core work includes granting registration to insurers, protecting policyholder interests, specifying qualifications and conduct for agents and intermediaries, regulating investments and solvency margins, inspecting insurers, settling disputes between insurers and intermediaries, and prescribing rural and social sector obligations.
The head office of IRDAI is located at Sy No. 115/1, Financial District, Nanakramguda, Hyderabad, Telangana. IRDAI shifted its headquarters from Delhi to Hyderabad in 2001. The official website of the Authority is irdai.gov.in, which hosts registrations, regulations, grievance systems such as Bima Bharosa, and market data. The older short form IRDA and the current form IRDAI refer to the same Authority, with IRDAI becoming the standard usage after development functions were stressed in the title.
Who Are the New Whole-Time Members?
The central government appointed Dinesh Pant as Member (Actuary) and Girija Subramanian as Member (Distribution) of IRDAI in June 2026. The Appointments Committee of the Cabinet cleared both names. IRDAI confirmed the joining of Subramanian as Member (Distribution) on 10 August 2026, while Pant completed his separation from LIC on 24 September 2026 after voluntary retirement to take up the regulatory post.
A Whole-Time Member is a full-time member of the Authority who manages a defined functional area on a day to day basis. The Member (Actuary) handles actuarial, product, valuation and solvency related oversight, since an actuary is a professional who assesses long term risk, pricing and liabilities of insurance products. Each appointment is for five years from assuming charge or till attaining the age of 65 or until further orders, whichever is earliest. The same approval also extended the tenure of Deepak Sood, Member (Non-Life), for two years with effect from 27 October 2026 on identical conditions.
Dinesh Pant Appointed as Member (Actuary)
Dinesh Pant joined the Life Insurance Corporation of India (LIC) as a direct recruit officer in 1989 and built a career of more than 33 years across marketing, investments, actuarial work and international operations. LIC, established on 1 September 1956 under the LIC Act, 1956 by merging 243 insurers, is headquartered in Mumbai and remains the largest public sector life insurer in India.
Pant trained in investment research after a programme at the Indian Institute of Management Ahmedabad in 2002. He worked across debt, equity, restructuring, venture funds and project finance, and later led the treasury desk of LIC. He headed the life operations of Kenindia Assurance Company in Kenya as General Manager (Life) for over five years and managed marketing assignments in Rajasthan and Delhi in his early years.
Pant is a Fellow of the Institute of Actuaries of India and a Fellow of the Institute and Faculty of Actuaries, UK. He also holds degrees in engineering and law along with a Master of Business Administration. He served as Appointed Actuary and Executive Director (Actuarial) from 2017, acted as a permanent special invitee to the LIC Board, and sat on its Investment, Risk Management and With-Profit committees. In that role he was part of the core team behind the planning of the LIC mega initial public offering in 2022 and the post listing growth strategy.
The government elevated Pant as Managing Director of LIC on 1 June 2025. He sought voluntary retirement in September 2026 to join IRDAI and was relieved with effect from the close of 24 September 2026. His actuarial and investment background places him directly in charge of product soundness, valuation standards and solvency supervision at the regulator.
Girija Subramanian Appointed as Member (Distribution)
Girija Subramanian carries more than 37 years of experience in reinsurance and general insurance. She holds a bachelors degree in Statistics from Mumbai University. She is a Fellow of the Insurance Institute of India and an Associate of the Chartered Insurance Institute, London.
Subramanian started as a direct recruit officer in the General Insurance Corporation of India Re (GIC Re) in 1988 and spent about 34 years handling reinsurance verticals. Reinsurance is insurance bought by insurance companies themselves to share large risks. She was selected as Chairman-cum-Managing Director of the Agriculture Insurance Company of India in September 2022. She then joined as Chairman-cum-Managing Director of The New India Assurance Company on 19 June 2024 after selection by the Ministry of Finance.
The New India Assurance Company was founded by Sir Dorabji Tata on 23 July 1919 in Mumbai, where it is still headquartered. It was nationalised in 1973 and is now the largest public sector general insurer in India, with operations in more than 20 countries. IRDAI has identified the company as a Domestic Systemically Important Insurer, a tag given to insurers whose failure could disturb the financial system. Subramanian led the company through a phase of premium growth and wider agent and bancassurance outreach before stepping down in July 2026.
As Member (Distribution), Subramanian oversees licensing and conduct of agents, corporate agents, brokers, insurance marketing firms and digital sales platforms. The charge also covers grievance handling systems, market conduct and steps to raise insurance penetration through sound sales practices.
How Is IRDAI Organised?
Section 4 of the IRDAI Act, 1999 fixes the composition of the Authority as a ten member body. It consists of a Chairperson, up to five whole-time members and up to four part-time members, all appointed by the central government. The Chairperson exercises general superintendence over administration, while whole-time members head functional departments such as life, non-life, finance and investments, actuary and distribution.
Ajay Seth is the Chairperson of IRDAI (as of October 2026). Seth is a 1987 batch Karnataka cadre officer of the Indian Administrative Service who retired as Union Finance Secretary in June 2025. The government appointed him as IRDAI Chairperson on 24 July 2025 for three years or till the age of 65. He succeeded Debasish Panda, whose term ended in March 2025.

Part-time members include nominees such as the Additional Secretary in the Department of Financial Services and professional experts. The Authority meets periodically to approve regulations, registrations of new insurers, investment norms, expenses of management limits and supervisory actions.
