Aadhaar Authentication for LPG Consumers: Biometric Rule from October 1, 2026

The Ministry of Petroleum and Natural Gas has made Biometric Aadhaar Authentication (BAA) compulsory for all domestic LPG consumers who want refills at the regulated Retail Selling Price (RSP) with subsidy from October 1, 2026. As of September 19, 2026, the Ministry reported that 27.43 crore active consumers, or 89.9 percent of the total base, had already completed the verification. Households that miss the check will not receive the standard 14.2 kg subsidised refill and will only be able to opt for smaller 5 kg or 10 kg cylinders at full market price.

What Will Change from October 1, 2026?

The Ministry of Petroleum and Natural Gas announced the Biometric Aadhaar Authentication mandate on September 19, 2026. From October 1, 2026, the Ministry will link every domestic LPG refill booking at the regulated Retail Selling Price (RSP) to a completed authentication record.

The RSP is the government controlled price at which oil companies sell the 14.2 kg household cylinder. Consumers who have completed authentication will continue to book this cylinder at the RSP and receive the applicable subsidy in their bank accounts. Consumers who have not completed authentication will not be able to book the 14.2 kg refill at the RSP, even if they hold an active connection.

The Ministry has provided a separate path for unverified households. Such consumers can register their choice on the digital platforms of their Oil Marketing Company (OMC) and still receive LPG. They will get only 5 kg or 10 kg cylinders at the prevailing market price, with no subsidy. The authentication remains open after October 1, and the Ministry has clarified that access to the RSP refill will resume once the consumer completes the process.

What Is Biometric Aadhaar Authentication and LPG eKYC?

Biometric Aadhaar Authentication is the verification of an LPG consumer by matching fingerprint, iris or face data with the records in the Aadhaar database. LPG eKYC is the common industry name for this same check when used to confirm that the person holding the LPG connection is genuine.

In technical terms, Biometric Aadhaar Authentication (BAA) means that the Aadhaar number of the consumer, along with biometric data captured on a verified device, is sent to the Central Identities Data Repository (CIDR) maintained by the Unique Identification Authority of India (UIDAI). UIDAI is the statutory body established in 2009 under the Ministry of Electronics and Information Technology, which issues the 12 digit Aadhaar number and operates under the Aadhaar Act, 2016. The repository returns a Yes or No response, or electronic Know Your Customer (eKYC) data with the consent of the consumer.

The LPG version of this process is called eKYC in daily use because oil companies use it to meet Know Your Customer norms, which are the identity checks that prevent duplicate or fake accounts. Yes, LPG eKYC is now mandatory for any household that wants the 14.2 kg refill at the regulated price with subsidy. Consumers who have already completed BAA do not need to repeat it, while new connections and reactivated or transferred connections must also complete it.

The Ministry first directed Oil Marketing Companies to carry out this check for Pradhan Mantri Ujjwala Yojana (PMUY) and PAHAL beneficiaries in October 2023. The Ministry clarified in July 2024 that no service had been stopped at that stage, and more than 35 lakh PMUY authentications were completed during the Viksit Bharat Sankalp Yatra camps. The exercise gathered pace in March 2026 and moved through several compliance extensions in August and September 2026 before the October 1 enforcement date.

Retail Selling Price and Market Price Framework

The Retail Selling Price is the regulated price fixed for domestic household cylinders, mainly the 14.2 kg cylinder that accounts for nearly 90 percent of household supply. The market price, also called the free trade price, is the full commercial price without government support and applies to 19 kg commercial cylinders and to small cylinders sold over the counter.

The 5 kg Free Trade LPG cylinder, sold as Indane Chhotu, Bharat Gas Mini and HP Gas Appu, is available over the counter without address proof and is aimed at migrants, students and workers without a fixed residence. The 10 kg cylinder, including the lightweight Xtralite composite variant, is sold through selected distributors and carries a higher security deposit of around ₹3,000 in the non subsidised category.

The Ministry also revised refill discipline in September 2026. The waiting period between two bookings for rural consumers was reduced from 45 days to 25 days, matching the urban norm. The Ministry said the earlier gap was introduced as a demand management step during the West Asia supply stress and was eased after backlogs declined.

Subsidy Eligibility and Direct Benefit Transfer

LPG subsidy is the financial support the central government pays to keep household cooking gas affordable. The consumer buys the cylinder at the regulated price and the subsidy amount is credited directly to the Aadhaar linked bank account through Direct Benefit Transfer.

The system works through PAHAL, whose full name is Pratyaksh Hanstantrit Labh, also called the Direct Benefit Transfer for LPG (DBTL) scheme. PAHAL was rolled out in phases from 2013 and now covers the country. It entered the Guinness Book of World Records as the largest cash transfer programme for households. Under PAHAL, the subsidy equals the difference between the market determined price and the regulated price for the entitled quota. To receive it, the consumer must be Cash Transfer Compliant, which means the LPG consumer number is linked to Aadhaar and to a bank account seeded in the National Payments Corporation of India mapper.

Two groups receive support in different ways. General domestic consumers with annual income up to ₹10 lakh are eligible for PAHAL transfer, though the amount is small when the regulated price already contains a large indirect discount. Pradhan Mantri Ujjwala Yojana (PMUY) beneficiaries receive a targeted transfer of ₹300 per 14.2 kg cylinder for the first four refills each year. PMUY was launched in May 2016 by the Ministry of Petroleum and Natural Gas to provide deposit free connections to adult women in poor households, and it now covers more than 10.55 crore connections (as of May 2026). How to Complete Authentication and Check Subsidy Status

LPG ID is the unique consumer identifier issued by the oil company for each domestic LPG connection. The consumer needs this ID, along with the registered mobile number and Aadhaar number, to use the mylpg.in portal and to track bookings, subsidy transfers and eKYC status.

The mylpg.in portal is the common gateway that links to the three public sector Oil Marketing Companies. These companies are Indian Oil Corporation Limited (IOCL), which sells Indane Gas, Bharat Petroleum Corporation Limited (BPCL), which sells Bharat Gas, and Hindustan Petroleum Corporation Limited (HPCL), which sells HP Gas. All three companies together serve more than 30 crore active domestic consumers through about 25,000 distributors. A consumer can log in to mylpg.in with the LPG ID and reach the page of the relevant company to check PAHAL status, Aadhaar seeding and subsidy history.

Authentication can be completed through three main routes. The simplest route for many households is at home through the company mobile application. Indane users can use the IndianOil ONE application, Bharat Gas users can use the Hello BPCL application, and HP Gas users can use the HP Pay application. The application verifies the Aadhaar number and then opens the Aadhaar FaceRD application for face authentication or uses a fingerprint device where available. The second route is a visit to the LPG distributor showroom with the Aadhaar card, where staff complete the biometric capture. The third route is through the delivery personnel at the time of cylinder delivery, who carry biometric devices for doorstep verification. No separate fee is charged for this check, and only the connection holder or an authorised family member linked to the connection should authenticate.

To check subsidy status, the consumer can log in to mylpg.in, select the company, enter the LPG ID or consumer number, and open the subsidy or PAHAL section. The page shows whether Aadhaar is seeded, whether the bank account is mapped for Direct Benefit Transfer, and the date and amount of recent credits. The Aadhaar authentication history can also be checked on the UIDAI portal and on the Aadhaar mobile application.

Households that do not finish the check by the deadline often ask why the connection shows as suspended or blocked. Suspension in this context does not mean permanent cancellation. It means the system has paused the RSP booking facility until eKYC is complete, to stop duplicate, ghost or commercial misuse of household quotas. Once the consumer completes biometric authentication, the block is lifted and RSP booking and subsidy credit resume. Consumers who are unable or unwilling to authenticate must record that choice on the company digital channels, after which they remain eligible only for 5 kg or 10 kg refills at market price.

Why Authentication Has Been Made Mandatory

The Ministry of Petroleum and Natural Gas, headed by Hardeep Singh Puri (as of September 2026), has linked the mandate to correct targeting of a large and costly subsidy. India imports about 60 percent of its LPG requirement, and nearly 90 percent of those imports earlier moved through the Strait of Hormuz. After the West Asia disruptions that began in late February 2026, import costs rose sharply and domestic companies sold every household cylinder at a loss of about ₹700. In this setting, diversion of cheap domestic cylinders to commercial shops, transport use or industry increases both the fiscal burden and the risk of shortage for genuine households.

The reform also supports supply planning. With more than 32 crore active domestic consumers and daily production raised from 34,000 metric tonnes to 55,000 metric tonnes at the peak of the crisis, oil companies need accurate data on genuine demand to plan bottling, imports and distributor stocks. The 5 kg and 10 kg market price option keeps fuel available to unverified users while protecting the subsidised quota for verified households.
