In Haryana, he served as the Principal Secretary to the Chief Minister and as the Chairman of the Haryana State Industrial Development Corporation (HSIDC). In this capacity, he is credited with driving significant industrial growth, including the development of key industrial hubs such as Udyog Vihar and Manesar.

At the national level, he served as Secretary in major central ministries, including the Ministry of Defence, the Ministry of Road Transport and Highways, and the Ministry of Culture. He was also an Additional Secretary in the Ministry of Telecom during the crucial early phase of telecommunications liberalization in India. Between October 2005 and January 2009, he represented India, Bangladesh, Bhutan, and Sri Lanka as the Executive Director at the World Bank in Washington, D.C.

Pioneering the Competition Commission of India

Dhanendra Kumar served as the first Chairperson of the Competition Commission of India from 2009 to 2011. His tenure was crucial in building the foundation of the country’s modern antitrust and fair trade regulator. He spearheaded the formulation of initial regulations, established the enforcement machinery, and set up the human resource and recruitment structures of the commission.

Under his leadership, key sections of the Competition Act, 2002, became operational. These included provisions dealing with anti-competitive agreements, the abuse of dominant position, and the merger control regulations governing combinations and acquisitions. Following his retirement from the commission, he chaired the government committee tasked with drafting India’s National Competition Policy and proposing amendments to the Competition Act. He also served as a Principal Advisor at the Indian Institute of Corporate Affairs (IICA) and founded the competition law advisory firm COMPAD.
