The Ministry of Home Affairs appointed Dr Sajjan Singh Yadav, a 1995 batch officer of the AGMUT cadre, as the new Chief Secretary of Jammu and Kashmir on October 24, 2026. Yadav will take charge on November 1, 2026, after incumbent Atal Dulloo retires on October 31. Yadav becomes the first AGMUT cadre officer to head the bureaucracy of Jammu and Kashmir since its separate cadre was merged in 2021.

Who Is the New Chief Secretary of Jammu and Kashmir?

Dr Sajjan Singh Yadav is the new Chief Secretary of Jammu and Kashmir from November 1, 2026. The 1995 batch AGMUT cadre officer was serving as Additional Chief Secretary and Chief Executive Officer of the Delhi Jal Board. The Home Ministry transferred him from Delhi to succeed Atal Dulloo.

Yadav belongs to the AGMUT cadre, the joint cadre for Arunachal Pradesh, Goa, Mizoram and Union Territories. The cadre covers IAS, IPS and Indian Forest Service officers posted across three states and eight Union Territories, including Delhi, Chandigarh, Puducherry, Andaman and Nicobar Islands, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu, Jammu and Kashmir and Ladakh. It is the second largest civil services cadre after Uttar Pradesh.

Yadav has not served in Jammu and Kashmir before. His selection is notable because senior officers posted in Jammu and Kashmir, including officers of the 1992 batch, were seen as contenders for the post.

How the Appointment Was Ordered

The Ministry of Home Affairs issued the transfer and posting order on October 24, 2026. The order was signed by Anish Muraleedharan, Director in the Ministry, after approval of the competent authority.

The operative part of the order states that Dr Sajjan Singh Yadav, IAS (AGMUT:1995) is transferred from Delhi to Jammu and Kashmir and posted as Chief Secretary with effect from November 1, 2026 or from the date of joining, whichever is later. This is the standard formula for top level transfers. It fixes the date of change while allowing a short gap if the officer joins later.

For Union Territories, the Home Ministry is the cadre controlling and posting authority for AGMUT officers. In full states, the Chief Minister chooses the Chief Secretary. In Jammu and Kashmir, which became a Union Territory with a legislature under the Jammu and Kashmir Reorganisation Act, 2019, the appointment is ordered by the Centre. The elected government headed by Chief Minister Omar Abdullah, who took office in October 2024, works with the officer so posted.

Who Is Sajjan Singh Yadav?

Sajjan Singh Yadav was born on January 5, 1969 and his home state is Haryana. He is a direct recruit to the Indian Administrative Service through the Civil Services Examination and was allotted the AGMUT cadre in 1995. He has completed more than 30 years of service and is placed in Pay Level 17, the apex pay level for a Chief Secretary.

He started his field career in the Northeast. He served as Assistant Commissioner in Mizoram and as Deputy Commissioner in Arunachal Pradesh. He later held district and secretariat posts in Delhi, including Deputy Commissioner of South Delhi and Special Secretary to the Chief Minister of Delhi.

Education and Books

Yadav has a strong academic record in public policy, management and public health. He holds an MBA in Finance from the Faculty of Management Studies of Delhi University. He holds a Master of Public Administration in Public Policy from the Hubert Humphrey School of Public Affairs of the University of Minnesota. He also holds a Master of Public Administration in Economics from Harvard University. He earned a doctorate in public health from the London School of Hygiene and Tropical Medicine.

Yadav has authored two books. The first is Scaling Mount UPSC: Inspiring Stories of Young IAS Officers. The second is India’s Vaccine Growth Story: From Cowpox to Vaccine Maitri, which traces the growth of vaccination in India.

As Commissioner in Delhi, Yadav also handled trade and taxes with value added tax, and excise including entertainment and luxury tax. His long stint in the Department of Expenditure gave him close exposure to central budgeting, public financial management and appraisal of schemes.

Who Was the Outgoing Chief Secretary Atal Dulloo?

Atal Dulloo is a 1989 batch IAS officer of the erstwhile Jammu and Kashmir cadre, now part of AGMUT. His domicile is Jammu and Kashmir and he holds a BTech in Civil Engineering. Dulloo retires on October 31, 2026 on attaining the age of superannuation.

Dulloo took charge as Chief Secretary of Jammu and Kashmir on December 1, 2023, succeeding Arun Kumar Mehta. Before that, he served as Secretary of the Department of Border Management in the Home Ministry from July to November 2023. He had earlier served as Financial Commissioner of the Agriculture Production Department and the Finance Department in Jammu and Kashmir.

Dulloo is known for long tenures in health and rural development. He served as Principal Secretary and Financial Commissioner of Health and Medical Education from 2018 to 2021. He served as Joint Secretary in the Department of Rural Development at the Centre from 2013 to 2018. At the district level, he served as Deputy Commissioner of Rajouri, Baramulla and Udhampur and as Sub Divisional Magistrate in Ladakh and Reasi early in his career.

His final month in office saw debate over the elected government and the administration. In September 2026, Dulloo wrote to the Speaker of the Legislative Assembly on a resolution moved by the Council of Ministers seeking restoration of statehood. The communication became a point of dispute between the elected government and the top administration, with Chief Minister Omar Abdullah raising the matter in the Assembly.

What Is a Chief Secretary and Who Appoints One?

A Chief Secretary is the senior most civil servant and administrative head of a state or Union Territory government. The Chief Secretary advises the Chief Minister, heads the civil services in the territory, coordinates all departments and acts as Secretary to the Cabinet.

The post is a cadre post of the Indian Administrative Service. By convention, the senior most officer with a record of ability and the confidence of the political leadership is chosen. In states, the Chief Minister chooses the officer and the appointment is issued in the name of the Governor. In Union Territories under the AGMUT cadre, the Home Ministry issues the posting order. There is no fixed tenure for the post.

The Chief Secretary performs five core tasks. The officer prepares the agenda for cabinet meetings and follows up on decisions. The officer coordinates work across departments and resolves inter departmental differences. The officer heads the General Administration or Personnel Department and advises on transfers and postings of senior officers. The officer acts as the main link with the central government on planning, finance, centrally sponsored schemes and law and order reports. The officer also leads crisis management during floods, disasters and other emergencies.

Chief Secretary Compared With Cabinet Secretary and Principal Secretary

Readers often mix three titles. The table below keeps the distinction clear.

PostLevelRole in brief
Cabinet SecretaryTop civil servant of the Government of India, head of the Cabinet SecretariatAdvises the Prime Minister and coordinates ministries at the Centre
Chief SecretaryTop civil servant of a state or Union Territory, equal in rank to a Secretary to the Government of IndiaAdvises the Chief Minister and coordinates departments in the state or Union Territory
Principal SecretarySenior secretary in charge of a specific department, or Secretary to the Chief Minister or GovernorHeads one department or the Chief Minister’s office, and reports through the Chief Secretary on cabinet matters

In rank, the Chief Secretary stands at 23rd in the Order of Precedence and draws the apex pay of Rs 2,25,000 per month in Pay Level 17, the same basic pay as a Secretary to the Government of India and a Director General of Police heading the police force.

Salary, Rank and Tenure

The salary of a Chief Secretary is fixed at Rs 2,25,000 per month, without a higher grade above it in the state. The officer holds charge of the state secretariat and chairs the Civil Services Board that recommends postings of All India Services officers. Tenure is not protected by a fixed term. The officer continues till retirement, transfer or a fresh posting order, which is why the Jammu and Kashmir order clearly mentions November 1 as the date of effect.

Why the First AGMUT Officer Matters for Jammu and Kashmir

Jammu and Kashmir had its own separate IAS, IPS and Indian Forest Service cadre till January 2021. After Parliament reorganised the former state into two Union Territories of Jammu and Kashmir and Ladakh on August 6, 2019, the Centre promulgated the Jammu and Kashmir Reorganisation (Amendment) Ordinance, 2021. The ordinance merged the Jammu and Kashmir cadre into AGMUT. Parliament later passed the amendment Bill in February 2021. All future All India Services allocations for Jammu and Kashmir and Ladakh are now made to AGMUT.

The merger widened the pool of officers available for the two Union Territories. Officers of the erstwhile Jammu and Kashmir cadre became part of AGMUT and can now be posted to Arunachal Pradesh, Goa, Mizoram and other Union Territories. Officers from Delhi and other AGMUT segments can be posted to Jammu and Kashmir. In January 2022, the Home Ministry classified Jammu and Kashmir and Ladakh as Category B hard areas for AGMUT transfers and postings, along with Arunachal Pradesh, Mizoram, Andaman and Nicobar Islands and Lakshadweep.

Yadav is the first officer allotted directly to AGMUT to become Chief Secretary of Jammu and Kashmir after the merger. His predecessor Atal Dulloo and former Chief Secretary Arun Kumar Mehta belonged to the erstwhile Jammu and Kashmir cadre. The change therefore completes the administrative integration that began with the 2019 reorganisation.

The appointment creates a seniority overlap. Yadav belongs to the 1995 batch. At least two Additional Chief Secretary level officers working in Jammu and Kashmir belong to the 1992 batch and are senior to him by three years. A few other senior officers are his batchmates. In protocol, the Chief Secretary functions as first among secretaries even when individual officers are senior in batch, but the situation needs careful handling of postings and reporting lines.

The timing also matters for governance. Jammu and Kashmir has an elected government under Chief Minister Omar Abdullah and Lieutenant Governor Manoj Sinha. The Council of Ministers was expanded to nine members on October 27, 2026. A number of files cleared by the Council need decisions through the Chief Secretary’s office before the Lieutenant Governor’s approval. The new Chief Secretary will therefore sit at the centre of coordination between the elected government, the secretariat and the Lieutenant Governor’s office.
