What Was Signed and Who Was Involved

The MoUs were signed by the state’s Department of Industries, Investment Promotion and Commerce in the presence of Chief Minister C. The agreements reinforce Tamil Nadu’s push to attract high-value, knowledge-intensive investments alongside traditional manufacturing, a strategy the state has pursued under its industrial policies since 2021.

What Is a Global Capability Centre?

A Global Capability Centre (GCC) is an offshore unit that a multinational company sets up to deliver specialised services for its parent organisation. These centres house functions such as information technology, research and development, data analytics, engineering, customer support, and other business operations. They are different from older outsourcing arrangements because a GCC is wholly owned by the parent company and functions as an integral part of its global corporate structure.

GCCs have moved well beyond their original back-office role. They now act as strategic hubs where multinationals carry out core research, product development, and digital transformation for their worldwide operations. In India, the number of GCCs has crossed 1,700, employing more than 19 lakh professionals, and the sector’s combined revenue grew from $40.4 billion in FY2019 to $64.6 billion in FY2024. The sector is projected to reach $105 billion by 2030, supported by nearly 2,400 centres employing over 2.8 million professionals.

Tamil Nadu is already a significant player in this space. The state hosts more than 350 GCCs in Chennai, over 80 in Coimbatore, and developing hubs in Madurai and Trichy. Chennai alone accounts for more than 10 per cent of India’s overall GCC presence and is expected to host around 19 per cent of India’s GCC hiring in the years ahead. The state aims to house over 460 GCCs employing more than 1.5 million professionals by 2030.

Chubb and Nordex: First-time Entrants into Tamil Nadu

Chubb’s Global Capability Centre

Chubb, headquartered in Zurich, Switzerland, is the world’s largest publicly traded property and casualty insurance company, operating in 54 countries. Under the agreement, Chubb will set up its first Global Capability Centre in Tamil Nadu in Chennai. The centre will focus on advanced analytics and engineering, and is expected to create around 220 jobs.

Chennai was chosen for its established strengths in the BFSI (Banking, Financial Services and Insurance) GCC ecosystem. Chubb already runs teams in Hyderabad, Bengaluru, and Bhubaneswar under its India business services arm, which hosts the largest engineering centre in the company’s global network. The new Chennai centre marks an expansion of that footprint.

Nordex’s R&D Centre

Nordex Group, based in Hamburg, Germany, is one of the world’s leading wind turbine manufacturers, ranked among the top five globally, with around 40 years of experience in building turbines for onshore markets. Nordex will establish an R&D centre in Chennai, its first in the state, focusing on engineering, research and development, supply chain management, and digital transformation. The centre is expected to employ about 1,000 people.

Nordex already operates a global capability centre in Chennai, so the new R&D centre deepens an existing relationship. The investment supports Tamil Nadu’s broader push into renewable energy manufacturing, a sector where the state is a national leader, particularly in wind energy capacity.

MotiveLink Co. Ltd., a South Korean manufacturer of electric vehicle (EV) components, will set up a manufacturing facility at the SIPCOT Pillaipakkam Industrial Park in Kancheepuram district, with an investment of ₹300 crore. The plant is expected to create around 1,500 jobs and will manufacture advanced electric vehicle components for global markets, serving customers in Europe, North America, and beyond.

The investment follows Industries Minister S. Keerthana’s official visit to South Korea in June 2026, part of Tamil Nadu’s overseas investment outreach. MotiveLink plans to act as an anchor investor, bringing Korean tier-1 suppliers in coils, printed circuit boards (PCBs), magnetics, housings, and plastics to the state. The project follows a “Make in Tamil Nadu for the Global Market” approach and is expected to strengthen the state’s electric vehicle ecosystem. Andhra Pradesh had also competed for the project.

SIPCOT stands for the State Industries Promotion Corporation of Tamil Nadu, a state-owned agency established in 1971 to promote medium and large-scale industries by developing industrial parks. UWA has also received approval to set up a second India campus in Mumbai, reflecting its broader plan to build a physical presence in the country. The university aims to deepen academic and economic ties between India and Australia, develop research and industry partnerships, and open new avenues for collaboration between the two countries.

The UGC 2023 Regulations: The Framework Behind the Campus

The regulations that make the UWA campus possible were framed by the University Grants Commission (UGC), the statutory body that coordinates and maintains standards of higher education in India. UGC was established under the UGC Act, 1956 and is headquartered in New Delhi.

Before November 2023, there was no formal legal framework that allowed a foreign university to operate an independent, degree-granting campus in India. International universities could only enter through partnerships with Indian institutions, such as twinning programmes or joint degrees. The UGC Regulations, 2023, notified in November 2023, changed this by creating a clear pathway for wholly-owned foreign university campuses on Indian soil.

The regulations are part of the broader push under the National Education Policy (NEP) 2020 to internationalise Indian higher education and position India as a global education hub.

  • Eligibility: A foreign higher educational institution must be ranked within the top 500 in overall or subject-wise global rankings (such as QS, THE, or ARWU), or possess outstanding expertise in a particular area.
  • Approval process: Institutions apply through a dedicated UGC portal, which offers a single-window clearance. UGC grants in-principle approval, followed by a Letter of Intent (LoI), and finally issues a notification permitting commencement of academic operations within 45 days of readiness confirmation.
  • Degree equivalence: Degrees awarded by the Indian campus carry the name and seal of the parent university and are treated as equivalent to degrees awarded by Indian institutions, with no further equivalence required.
  • Autonomy: Foreign universities have full autonomy over admissions criteria, faculty hiring, and fee structure, with no cap on fees. Faculty qualifications must match the standards of the home campus.
  • Infrastructure: Campuses must be set up using the institution’s own infrastructure, land, and human resources, and must become operational within two years of the LoI.
  • Regulatory oversight: UGC retains oversight, with annual reporting requirements and compliance with Indian laws, including the Foreign Exchange Management Act (FEMA), 1999 for fund repatriation and property matters.

As of July 2026, three foreign universities were fully operational in India: Deakin University and the University of Wollongong at GIFT City, Gujarat, and the University of Southampton at Gurugram, Haryana. More than 15 others had received UGC approval or a Letter of Intent, including UWA, with campuses opening through 2026 and 2027. GIFT City was designated as the first special zone for foreign university campuses, offering additional tax benefits.
