It has been developed at a cost of over ₹79,450 crore by HPCL Rajasthan Refinery Limited (HRRL), a joint venture between Hindustan Petroleum Corporation Limited (HPCL), which holds a 74% stake, and the Government of Rajasthan, which holds the remaining 26%.

The NCI measures a refinery’s secondary conversion capacity relative to its primary distillation capacity. The Project Journey: From Conception to Commissioning

HPCL Rajasthan Refinery Limited (HRRL) was incorporated on September 18, 2013 as a joint venture between HPCL and the Government of Rajasthan. Prime Minister Narendra Modi laid the foundation stone for the refinery in January 2018, setting in motion one of India’s most ambitious energy infrastructure projects.

The construction involved over 4,500 acres of land in Pachpadra and faced significant challenges.
