The refinery uses zero liquid discharge technology, meaning no industrial wastewater is released outside the facility. All water is treated and reused within the complex. The plant also incorporates energy-efficient systems and modern process technologies to minimize its environmental footprint.
The Project Journey: From Conception to Commissioning
HPCL Rajasthan Refinery Limited (HRRL) was incorporated on September 18, 2013 as a joint venture between HPCL and the Government of Rajasthan. Prime Minister Narendra Modi laid the foundation stone for the refinery in January 2018, setting in motion one of India’s most ambitious energy infrastructure projects.
The construction involved over 4,500 acres of land in Pachpadra and faced significant challenges. Jaipur Metro Phase 2: A 41-Km North-South Corridor
Alongside the refinery inauguration, the Prime Minister laid the foundation stone for Phase 2 of the Jaipur Metro Rail Project, marking the biggest expansion of the city’s metro network since its launch in 2015. The Union Cabinet had approved the project on April 8, 2026 at a total cost of ₹13,037.66 crore.
Route and Connectivity
The Phase 2 corridor, designated as the Orange Line, will run for 41 km from Prahladpura in the south to Todi Mod on Sikar Road in the north, with 36 stations along the route. It will connect some of Jaipur’s most important urban nodes:

The project will be implemented by the Rajasthan Metro Rail Corporation Limited (RMRCL), a 50:50 joint venture between the Government of India and the Government of Rajasthan. The entire corridor has been divided into five construction zones for efficient execution. The project is targeted for completion by September 2031.
The first zone, a 12-km stretch from Prahladpura to Pinjrapol Goshala at a cost of ₹918 crore, has already begun work and will feature 10 elevated stations. The second zone, a 3-km underground stretch to the airport with two stations, is estimated to cost around ₹1,160 crore.

Jaipur Metro’s existing Phase 1 (Pink Line) spans 11.97 km from Mansarovar to Badi Chaupar with 11 stations and records an average daily ridership of about 60,000 passengers.
