The Union Cabinet approved the continuation of the National Social Assistance Programme (NSAP) for five years from 2026-27 to 2030-31 with a total outlay of ₹53,428 crore on 14 October 2026. The programme will now be called the Pradhan Mantri Samajik Sahayata Yojana (PMSSY), with four sub schemes also receiving new names. The decision covers 3.20 crore people across 36 States and Union Territories and brings the biggest change for persons with disabilities through higher pension and wider eligibility.
What Is NSAP and What Is PMSSY?
The National Social Assistance Programme (NSAP) is a fully central funded social pension programme for Below Poverty Line households covering old age, widowhood, disability and death of breadwinner. PMSSY is its new name approved in October 2026. PMSSY stands for Pradhan Mantri Samajik Sahayata Yojana.
NSAP works as a national minimum floor of support. The central government pays the fixed monthly pension or one time family help. States and Union Territories add their own top up amounts on top of this central share. That is why the actual amount in hand varies across states, even though the central share stays the same.
The rename does not create a new programme. The structure, purpose and target group remain the same. Only the umbrella title and the names of four sub schemes have changed to carry the Pradhan Mantri prefix.
Cabinet Approval for PMSSY: Outlay and Coverage
The Union Cabinet, chaired by the Prime Minister, approved the proposal of the Department of Rural Development on 14 October 2026. The approval continues the programme for the five year period from 2026-27 to 2030-31. The total financial outlay for this period is ₹53,428 crore.
The approval has three clear parts. First, the renaming of the main scheme and its sub schemes. Second, revision in eligibility, coverage and rate of assistance for the Divyangjan pension. Third, continuation of the old age pension, widow pension and family benefit in their present form.
The government has stated that 3.20 crore beneficiaries across all 36 States and Union Territories will gain from this continuation. Revised detailed guidelines on eligibility, beneficiary numbers and assistance rates for the Divyangjan component will be issued and put into effect within three months of the Cabinet decision.
Old Names to New Names: How NSAP Sub Schemes Were Renamed
The Cabinet has approved new names for the main programme and four of its components. The fifth component, the Annapurna Scheme, which gives food grains to eligible elderly persons not covered by pension, continues without a name change in official releases.
| Old Name | New Approved Name | Full Form of Old Abbreviation |
|---|---|---|
| National Social Assistance Programme (NSAP) | Pradhan Mantri Samajik Sahayata Yojana (PMSSY) | National Social Assistance Programme |
| Indira Gandhi National Old Age Pension Scheme (IGNOAPS) | PM Vridhavastha Pension Yojana | Indira Gandhi National Old Age Pension Scheme |
| Indira Gandhi National Widow Pension Scheme (IGNWPS) | PM Vidhawa Pension Yojana | Indira Gandhi National Widow Pension Scheme |
| Indira Gandhi National Disability Pension Scheme (IGNDPS) | PM Divyangjan Pension Yojana | Indira Gandhi National Disability Pension Scheme |
| National Family Benefit Scheme (NFBS) | PM Parivar Labh Yojana | National Family Benefit Scheme |
PMSSY full form is Pradhan Mantri Samajik Sahayata Yojana. IGNOAPS full form, IGNWPS full form, IGNDPS full form and NFBS full form remain important for records because old documents, state portals and budget heads still use these codes. Applicants searching for NSAP list, NSAP scheme details or PMSSY scheme details will now find the same benefits under the new titles.
Pension Sub Schemes and Amount Structure
PMSSY provides NSAP pension through three pension schemes and one family benefit. All pension benefits are meant only for households living Below Poverty Line (BPL), as identified by state authorities. Payments reach bank or post office accounts through Direct Benefit Transfer (DBT) linked with Aadhaar and the Public Financial Management System (PFMS).
| Sub Scheme Under PMSSY | Who Is Eligible | Central Assistance |
|---|---|---|
| PM Vridhavastha Pension Yojana | Persons aged 60 years and above in BPL families | ₹200 per month for age 60 to 79, ₹500 per month for age 80 and above |
| PM Vidhawa Pension Yojana | Widows aged 40 years and above in BPL families | ₹300 per month up to age 79, ₹500 per month for age 80 and above |
| PM Divyangjan Pension Yojana | Persons with benchmark disability in BPL families, now from birth (revised) | ₹375 per month for age 0 to 79, ₹625 per month for age 80 and above (revised) |
| PM Parivar Labh Yojana | BPL family on death of primary breadwinner aged 18 to 59 years | ₹20,000 one time lump sum |
| Annapurna Scheme | Senior citizens eligible for old age pension but not receiving it | 10 kg food grains per month free of cost |
Change in PM Divyangjan Pension Yojana
The PM Divyangjan Pension Yojana carries the only major reform in this round. The monthly central help rises from ₹300 to ₹375 for beneficiaries up to 79 years and from ₹500 to ₹625 for those aged 80 and above.
Two eligibility rules have been eased together. The benchmark disability level falls from 80 percent to 40 percent. This single change brings many more persons with moderate disability into the net. The minimum age rule has also been removed. Earlier only adults from 18 years could apply. Now a child with benchmark disability qualifies from birth.
PM Vridhavastha, PM Vidhawa and PM Parivar Labh Yojana Continue Unchanged
The PM Vridhavastha Pension Yojana, the PM Vidhawa Pension Yojana and the PM Parivar Labh Yojana will continue in their existing form. No change has been made in their age limits or central amounts in the October 2026 decision. States continue to add top ups ranging from small sums to several thousand rupees, which lifts the average monthly pension to around ₹1,000 in many States and Union Territories.
NSAP Under Which Ministry: Background and Launch Year
The Ministry of Rural Development administers NSAP through its Department of Rural Development. The programme was launched on 15 August 1995 as a fully centrally sponsored scheme for poor households. It operates in both rural and urban areas across India.
NSAP traces its roots to Article 41 of the Constitution. Article 41, placed under the Directive Principles of State Policy, asks the state to provide public help in cases of unemployment, old age, sickness and disablement within its economic capacity. Subjects of social security and old age pensions also appear in the Concurrent List of the Seventh Schedule. The government launched NSAP on Independence Day 1995 to set a national minimum standard, over and above what states pay from their own funds.
At the start NSAP had three parts. These were the National Old Age Pension Scheme, the National Family Benefit Scheme and the National Maternity Benefit Scheme. The maternity part moved to the health ministry in 2001. Over time the old age part expanded into separate widow and disability pensions, and the food security part called Annapurna was added. By 2025 the programme covered about 3.09 crore beneficiaries, including around 221 lakh elderly persons, 67 lakh widows, more than 8.33 lakh persons with disabilities, 3.5 lakh families under family benefit and 8.31 lakh persons under Annapurna.
NSAP Portal and How to Check Beneficiary and Payment Status
The NSAP portal at nsap.nic.in is the central window for services. The portal hosts the NSAP Pension Payment System (NSAP-PPS), which is linked with PFMS for end to end tracking of funds. Gram Panchayats and municipalities help identify eligible families. Selection lists, sanction orders and payment ledgers are digitised and open for public viewing.
Beneficiaries use the portal to apply online, view application status and check pension details. A person searching for nsap beneficiary status check, nsap beneficiary status by Aadhaar number, nsap status check or nsap payment details can open the reports section, enter the application number or Aadhaar linked account details, and view the month wise credit record. More than 2.5 crore beneficiaries have Aadhaar seeded accounts (as of late 2025), which allows secure DBT and removes duplicate entries.
Disbursal happens mainly through DBT into bank or post office savings accounts. Around 94 percent of payments move through DBT or postal money order. Cash payment at the doorstep is allowed only in extreme cases where the beneficiary cannot reach a bank or post office. Twenty seven States and Union Territories pay every month, while a few pay quarterly in advance. Tamil Nadu uses its own management information system, while other states use NSAP-PPS.
Significance and Way Forward
PMSSY matters because it protects households with no regular income. Old persons, widows and persons with disabilities in BPL families often depend fully on this small monthly sum for food and medicines. The one time help of ₹20,000 under PM Parivar Labh Yojana gives quick relief after the death of the main earner.
The disability reform is the most significant step. Lowering the bar to 40 percent aligns the pension with the legal meaning of benchmark disability under the disability rights law. Removing the 18 year floor recognises care costs from early childhood. Together with the rise to ₹375 and ₹625, the change should widen coverage sharply once state wise caps are revised.
The next step is the issue of fresh guidelines within three months. These guidelines will fix state wise beneficiary ceilings, application forms and exact start date for revised Divyangjan payments. Applicants should wait for the state notification and check the NSAP portal before assuming a new amount or eligibility.
