Samtel HAL Display Systems Ltd (SHDS) inaugurated its new manufacturing facility at Udyog Vihar, Phase IV, Gurugram on 26 August 2026. The facility was opened by Ravi K, Chairman and Managing Director of Hindustan Aeronautics Ltd (HAL). It strengthens indigenous design, testing and production of avionics display systems for Indian military aircraft.
What Is Avionics and Why Do Display Systems Matter?
Avionics means aviation electronics. The word combines aviation and electronics. It covers all the electronic systems used in an aircraft. These include navigation, communication, flight control, engine monitoring, radar and weapons control.
An avionics system is a network of sensors, computers and displays that work together. Sensors collect data on speed, height, location, engine health and nearby threats. Computers process this data. Cockpit displays then present it to the pilot in a simple visual form. The enclosed area where much of this electronic equipment is placed is called the avionics bay.
The Multifunction Display (MFD) is one of the most important cockpit displays. It is a colour liquid crystal screen that shows many types of information on one unit. A pilot can see engine performance, fuel status, navigation maps, terrain, weather, radar images and weapons data on the MFD. The pilot can switch between these views at the touch of a button. The Su-30 MKI, India’s frontline twin engine fighter, uses seven such liquid crystal displays in its glass cockpit along with a Head Up Display (HUD), which projects key flight data onto a transparent screen in front of the pilot so the pilot can read it without looking down.
Military displays must be far tougher than normal commercial screens. They must remain clearly readable in bright sunlight. They must dim enough at night so the pilot does not lose night vision. They must work at temperatures as low as minus 40 degrees Celsius, when ordinary liquid crystal screens freeze. They must also withstand strong vibration, shock and rapid pressure changes. The process of making a commercial display fit for these conditions is called ruggedisation. Only a small number of companies in the world possess this technology.
New Manufacturing Facility in Gurugram
The new plant is located at Udyog Vihar, Phase IV, Gurugram in Haryana. HAL Chairman and Managing Director Ravi K formally opened it on 26 August 2026. Puneet Kaura, Director of SHDS and Managing Director and Chief Executive Officer of Samtel Avionics, was also present at the event.
The facility will handle the full life cycle of display systems. This includes system design, development, manufacturing, testing and quality assurance, and long term product support. It will serve both airborne applications, such as fighter aircraft and helicopters, and ground applications, such as test benches and training systems. Test benches are ground based rigs that copy aircraft conditions to check avionics before they are fitted on a flying machine.
The plant houses advanced testing and quality assurance infrastructure for high end display systems. This local testing capacity is important because every military display must pass strict airworthiness and quality checks before it can fly. Faster in house testing can cut delivery time, reduce defects and lower maintenance costs over the life of the aircraft.
Company estimates place SHDS turnover at around ₹200 crore in the current year, its highest ever. The company expects this figure to rise to ₹400 crore to ₹500 crore within three to four years. Growth is expected from new aircraft programmes, helicopter upgrades and expanding requirements of the armed forces.
What Is Samtel HAL Display Systems Ltd?
Samtel HAL Display Systems Ltd (SHDS) is a joint venture between Hindustan Aeronautics Ltd (HAL) and Samtel Avionics Ltd. The joint venture was formed in 2006 and the company was incorporated on 25 January 2007. It was created to meet avionics needs across HAL’s fixed wing and rotary wing platforms, which are often called HAL’s star platforms.
SHDS is recognised as India’s first public private joint venture in the defence avionics sector. It also holds the distinction of being the first such partnership to indigenously design, qualify and serially produce a multifunction display for a fighter aircraft in India.
The journey began in 2004 when Samtel signed a technology development contract for Su-30 displays with the Defence Avionics Research Establishment (DARE). DARE is a Bengaluru based laboratory of the Defence Research and Development Organisation (DRDO). It specialises in electronic warfare and mission avionics. With DARE’s support, Samtel developed liquid crystal based MFDs that were tested for flight worthiness. The displays then received clearance for flight trials from the Regional Centre for Military Airworthiness (RCMA) network.
In 2008 SHDS won an order worth more than ₹250 crore to manufacture indigenous MFDs for HAL. The first priority was the Su-30 MKI fleet, which HAL builds under licence at Nashik. By June 2016 SHDS had delivered 1,000 MFD units for the Su-30 MKI. This meant that 143 of the then planned fleet of 272 Su-30 aircraft flew with Indian made displays. More than 1,000 units continue to remain in service today.
SHDS holds an industrial licence from the Ministry of Defence. It is a Centre for Military Airworthiness and Certification (CEMILAC) approved design house. CEMILAC is the DRDO body that certifies the design of military aircraft and airborne stores as safe to fly. SHDS is also a Directorate General of Aeronautical Quality Assurance (DGAQA) approved manufacturing facility. DGAQA functions under the Department of Defence Production and ensures quality during production. The company works under ISO 9001 and AS 9100 quality systems, which are global standards for manufacturing and aerospace quality management.
Its portfolio covers system design, development, manufacturing, maintenance and obsolescence management of display systems. Obsolescence management means keeping old equipment working by finding replacements when original parts stop being made. The portfolio also includes Automatic Test Equipment (ATE) and Integrated Avionics and Display Systems (IADS) for HAL platforms such as the Su-30 MKI, Light Combat Aircraft (LCA) Tejas, Intermediate Jet Trainer (IJT) and Light Combat Helicopter (LCH).
HAL and Samtel Group: The Two Partners
Hindustan Aeronautics Ltd (HAL) stands for Hindustan Aeronautics Limited. It is headquartered in Bengaluru, Karnataka. Industrialist Walchand Hirachand established it on 23 December 1940 as Hindustan Aircraft Limited with support from the then Mysore state. The Government of India took over its management in 1942 and placed it under the Ministry of Defence in 1951. In 1964 Hindustan Aircraft Limited was amalgamated with Aeronautics India Limited and renamed Hindustan Aeronautics Limited.
HAL is a Maharatna Central Public Sector Undertaking under the Ministry of Defence. It received Maharatna status in October 2024, becoming the 14th such company in India. The company designs, builds, repairs and upgrades aircraft, helicopters, aero engines, avionics and structures for satellites and launch vehicles. It operates 21 production and service divisions and nine research and design centres spread across seven states. Two of its key electronics units are the Avionics Division at Hyderabad and the Avionics Division at Korwa in Amethi, Uttar Pradesh. HAL built platforms form more than 60 percent of the fleet strength of the Indian defence services.

The Samtel Group was founded in 1973 by technocrat and industrialist Satish Kumar Kaura. Kaura graduated in electrical engineering from the Indian Institute of Technology (IIT) Kanpur in 1966 and later completed a masters degree in electronics from Carleton University in Canada. He started with Teletube Electronics in 1974 to make television picture tubes and built Samtel into India’s largest integrated display maker of that era. He received the Padma Shri in 2004 for contributions to industry and is a Fellow of the Indian National Academy of Engineering (INAE).
Samtel later shifted from consumer television to high technology displays for defence, medical and industrial use. Samtel Avionics Ltd, led by Managing Director and Chief Executive Officer Puneet Kaura, now anchors the group’s defence work. Apart from SHDS, Samtel also formed Samtel Thales Avionics Ltd in association with the French company Thales for helmet mounted displays and modern avionics. This long experience in glass, cathode ray tubes and liquid crystal technology helped Samtel develop the ruggedisation process needed for military cockpit screens.
Significance for Indigenous Defence Manufacturing
The Gurugram facility supports the national goal of self reliance in defence production. Avionics forms a large share of the cost of a modern fighter. When such systems are imported, costs rise and maintenance depends on foreign suppliers. Indigenous design and manufacture reduce import dependence, shorten repair cycles and cut life cycle maintenance costs.
The SHDS experience on the Su-30 MKI shows these gains in practice. Indian made MFDs cost less than the earlier imported units from Thales of France. Turnaround time for repairs fell because testing and support are available within India. Field defects declined and upgrades could be carried out in line with Indian Air Force needs. The company works with local micro, small and medium enterprises in its supply chain, which spreads manufacturing skills more widely.
The model also matters for policy. SHDS brought together HAL’s knowledge of military aircraft integration with Samtel’s strength in display technology, under the technical guidance of a DRDO laboratory. This public private pattern allows a public sector undertaking to share its market and platform knowledge while a private firm brings speed in technology and manufacturing. The same approach can now be extended to other HAL fixed wing and rotary wing programmes, including trainers, light fighters and light helicopters, as well as ground based test and training systems that use similar display technology.
